ECO4 is a UK government-backed energy efficiency scheme designed to help low-income households and homes with poor energy ratings improve insulation and heating systems. It is delivered by energy suppliers under strict UK regulations, with all installations required to meet PAS2035 retrofit standards through TrustMark registered installers.

ECO4 (Energy Company Obligation) requires larger energy suppliers to fund insulation and heating upgrades for low-income households and those living in inefficient homes.

  • Low EPC route: homes with an EPC rating of D, E, F or G may qualify even without benefits — subject to local authority flex rules.
  • Local authority flex: many councils have extended ECO4 to households with income under a certain threshold (often £31,000–£36,000 per year), specific health conditions affected by cold homes, or living in off-gas-grid properties.

The Warm Homes: Local Grant is already live and administered by local authorities. It is designed for households that do not qualify for ECO4 but still need support.

Warm Homes Plan (Launching 2026)

The Warm Homes Plan is the UK Government's upcoming energy efficiency programme, designed to replace ECO4 and improve home insulation, heating systems and renewable energy adoption across the UK. Backed by £15 billion in investment over this Parliament, it is one of the largest national energy efficiency programmes in British history.

Do I need to pay anything back?

No. ECO4, Warm Homes: Local Grant and Warm Homes Plan grants are not loans — there is nothing to repay.

How much does ECO4 cover?

For eligible households, ECO4 typically covers the full cost of approved measures — you pay £0 for fully funded measures. Where a measure attracts partial funding (for example, external wall insulation costing more than the grant covers), we quote the difference clearly before you agree to anything.

I rent my home — can I apply?

Yes, private tenants can apply with written permission from their landlord. Social housing tenants should contact their housing association first.

What if I do not qualify for a grant?

How long does the grant application process take?

From initial contact to installation is typically 4 to 8 weeks, depending on survey availability and grant approval times.

What if my income is over £36,000?

What is PAS2035 and why does it matter?

PAS2035 is the British standard for the retrofit of domestic properties. It is required for ECO4 insulation work and ensures best practice. All our grant work is PAS2035 compliant.
